Well First you must pick a name for your site. This is called your domain name.
It can be .com, .net, .org etc.
Then you must register it, This is done through what is called a registar.
Many Hosting companies do a name search to see if your chossen name is taken.
Now here comes the tricky part. Your website is first 3 things.
1-Domain name. (can be registered anywhere, does not have to be with hosting
company.)
2-Hosting of your site (in other words the actual place where you website files
are stored.)
3-Nameservers. (the address of where your hosting company stores your files.)
All three of these have to work together for your site to be viewed on the web.
It does not matter if you buy your site from someone else or build it yourself.
After you register your site with a registar you should received an email telling you that your domain name is ready. Then you log into your registar and point the nameservers to whatever hosting company you are using. Log out and then log into your hosting account and upload your files or web site packag the to public_html section of your file manager.
Depending on your web host your site will be visble within 72 hrs at max. Any longer call or get support on the horn and see what the problem is.
Now this is short version of how to start your own website. Thee are many other factors involved in setting up a site. But these are the first basic steps.
